Decoded colour authority follows the format spec on every metadata mix.

Encodes img with an ICC only, a CICP only, both, and neither (each channel only when the encoder declares it), then runs check_source_color_authority on the source_color of the one-shot decode and of probe(), under the encoder’s declared format(). Passes trivially for formats without a recorded rule (see expected_color_authority).
