Encode a configured job to a writer, admitting its plan before native startup.

Unlike the raw-encoder adapter, this retains the lightweight job across policy and supplies current color before header creation. Rows pushes strips; Replay fills native-owned strips. Unsupported preflight and whole-raster input refuse before encoder construction; there is no fallback. Pass a PolicySet or BoundPolicy for mandatory requirements. Evidence unavailable from the generic job stays unknown, including metadata/fidelity. The complete checked request-to-destination convenience is a separate layer.
