Execute a retained job’s declared row route against actual destination access.

Sequence: admit preparation workspace, plan without native startup, admit the route policy, revalidate the retained source/destination, reserve driver rows, construct once, begin with current color, compare the complete plan, then read/publish. A refusal or startup failure never retries another route. Strict unknown workspace/wait evidence refuses; byte timing alone never establishes either bound.

This is an adapter primitive for an already configured job. It does not select registry configurations or certify descriptive metadata treatment.
