Run an already configured registry job through the planned row driver.

This is the erased-job counterpart of encode_job. The retained job plans before policy and constructs its encoder only after admission. Native errors keep their concrete causes; no typed-job shim or policy error conversion is required from the caller. Job evidence unavailable from these generic traits stays unknown; strict metadata, range and workspace requirements refuse.
